The Services and Support for Persons with
Disabilities Act in 2006 originally
intended to improve the life of disabled people through active participation.
In reality, however, it resulted in a situation where people with disabilities
have to burden the cost against the services they receive at VACs. Present
paper first reports and analyses successful universal design management that
some local governments conducted to increase the income of people with
disabilities. Based on the results, the paper examines the major factors that
contributed to their successes, and points out desirable support measures local
governments might give to make universal design management work effective. The
paper further examines the outcome of design support efforts conducted by Japan
SELP Association (which was done independently from the five-year plan directed
by the Ministry), and discusses how effective design support could be.
